Vocational Development Specialist (Community Employment Coordinator)

The Community Employment Coordinator (CEC) is responsible for the ongoing orientation and training within the Homeless Services continuum and for providing direct assistance in connecting Veterans to the most appropriate and least restrictive VA and/or community based employment service leading to competitive employment with appropriate supports. In addition, the CEC acts as a central figure (i.e. liaison, advocate, technical advisor) with the local homeless continuum, and collaborates with the local CWT manager or designee in orchestrating clinical and administrative staff, within VA Butler Healthcare and without, into a cohesive platform with which homeless Veterans can establish meaningful employment. The CEC also serves as a liaison to local community providers of employment placement and support services. Coordinates with homeless, CWT and community program managers on rapid access and placement strategies for Veterans that reduce barriers to employment and identify appropriate supports to sustain outcomes. Conducts bi-monthly conference calls with all the members (VA and non-VA) of the local employment collaborative serving Veterans and resolves access barriers to rapid job placement. Monitors performance and progress through review (at least quarterly) of cases referred to the members of the collaborative to insure that Veterans are receiving services leading to competitive employment and appropriate follow-up supports. Provides feedback to the homeless program staff and VAMC leadership on system resources, strengths, accomplishments, challenges and recommended corrective actions on a quarterly basis. Develops and maintains a database on referral and placement outcome sand provide feedback to the collaborative members as well as national homeless leadership. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Examples of qualifying specialized experience include, but not are limited to:
Work that required obtaining and applying occupational information for people with disabilities; knowledge of the interrelationships of the involved professional and specialist services; skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program; knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources; skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities or the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged; familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention; experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, development or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., with a major study directly related to vocational rehabilitation, vocational or educational counseling, or other fields related to the position. OR, Combination:
Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE:

Physical Requirements:
Although the typical work of a vocational rehabilitation specialist is primarily sedentary, this position is different because it calls for the incumbent to actually be able to attend the work place with the veteran for a limited period of time and if necessary perform the job duties to demonstrate and reinforce them to the veteran. Therefore, lifting up to 50 pounds, bending, stooping, kneeling, reaching above the head, standing long periods or walking long distances and performing repeated motions may be required. It will all depend on the veteran's needs, preferences and job availability. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
